• Run the action for the clicked row (shift-click skips its configuration dialog). The acting speaker is the owning actor — the document itself if it is an actor, otherwise the item's actor.

    An action whose trigger currently refuses it is reported rather than run: the ledger already renders its control disabled, but a disabled <a> is not inert to Foundry's delegated click dispatch, so the click still arrives here and must say why nothing happened instead of no-op'ing silently (issue #1135).
