Function buildArchetypeOptions

): { defaultValue: string; options: ArchetypeOption[] }
Build the Create-dialog archetype option list from resolved winners: one UUID-valued option per winner (labelled Name (shortcode)), followed by the (none) blank-slate option. The default selection is the top winner's UUID, or (none) when there are no winners.
Parameters
- winners: readonly ArchetypeCandidate[]
  The winners from resolveArchetypes (default first).
- noneLabel: string
  The localized label for the (none) option.
Returns { defaultValue: string; options: ArchetypeOption[] }
The option list and the default option value.
